Committees

The Authority is governed by the Board of Directors which is composed of one representative from each Member and that representative director must be a member of his/her governing board and be selected by that board to represent it on the JPIA’s Board.

There are ten members on the Executive Committee. The members consist of the President of the Board of Directors, the Vice President of the Board of Directors, the Vice President of the Association of California Water Agencies who is an ex officio member of the Executive Committee, and seven members elected by the Board of Directors from its voting members as provided in the Bylaws.

The Finance & Audit Committee is composed of representatives from member districts, each of whom is a finance office of his/her district. The JPIA’s Auditor/Controller is Chair of this Committee and also an ex-officio member of the Executive Committee.

The JPIA’s Board President appoints Executive Committee members to act as Chairs and Vice Chairs for the Subcommittees: Liability ProgramProperty ProgramWorkers’ Compensation ProgramRisk Management; and the  Personnel Advisory Committee. The President also solicits volunteers and appoints members to the Committees and Subcommittees.

Program Subcommittees were created as a means of facilitating input from the member districts. The Program Subcommittees are composed only of representatives from districts, which participate in their programs, thus not diluting their input by comments from districts not participating in a given program.

All Committees and Subcommittees make their recommendations to the Executive Committee, which has the responsibility for balancing their requests with the needs of the JPIA as a whole.
